Weatherization Works on Guam

The United States Department of Energy (U.S. DOE) annually provides Weatherization Assistance Program (WAP) grant funds to Guam to provide specific program services for low-income families.

The WAP increases the energy efficiency of dwellings occupied by low income Americans, thereby reducing their energy costs, while safeguarding their health and safety. Among low-income households, the program prioritizes those with elderly residents, individuals with disabilities, and families with children. Weatherization is the nation’s largest residential energy efficiency program.

In 2009, Guam was included to receive grant funds for the Weatherization Assistance Program for Low‐Income Persons. Under the American Recovery and Reinvestment Act of 2009 (Recovery Act or ARRA), Guam was awarded $1.1 million to weatherize 204 homes within a three year period (April 1, 2009 through March 31, 2012). In addition to the ARRA funds, Guam was awarded $198,908 to weatherize an additional 33 homes within FY2010.

The Guam Energy Office is the managing agency for the Weatherization Assistance Program and is partnered with the Guam Housing and Urban Renewal Authority (GHURA) to provide program services.

The Guam Weatherization program will provide FREE services to low‐income persons particularly the elderly, people with disabilities, and families with children to reduce their energy cost by providing energy efficient measures to their homes while ensuring their health and safety. The program will also provide energy conservation education to the homeowner.
