GovGuam Energy Compliance

Government of Guam Energy Compliance program was initiated by Governor’s Executive Order No. 2003-08 in May 2003. Per the mandate, all Government of Guam agencies should implement energy conservation measures to reduce their energy usage. Under this directive, each agency has a designated Energy Compliance Official (ECO) to monitor monthly energy usage and to initiate no cost and low cost energy saving measures within the agency. The Guam Energy Office maintains and reviews monthly compliance reports that are to be submitted by each ECO. These reports are them compiled and submitted quarterly to the Office of the Governor.

The Guam Energy Office frequently sponsors trainings for the ECOs with the assistance of Guam Power Authority and Guam Waterworks Authority when further training on specific areas are needed to reduce energy usage overall.

Agencies reducing their energy usage significantly are recognized once a year during the month of September.

With the new Calvo/Tenorio Administration, the program is being revamped and updated list of the Energy Compliance Officials is being developed by Agency Heads.
